In addition, the city-sponsored survey showed that Highland Village residents
are most interested in parks and open space (46 percent) and sit-down, non-fast
food restaurants (35 percent).
"Respondents were most clear, though, about what they do not want," said Dave
Roberts, owner of Roberts Communications. "They do not want fast food,
home improvement, supermarkets and super drugstores, membership discount stores,
department stores or national chain retailers. They also do not want more
residential."

Mr. Roberts said the results suggested that Highland Village residents
are interested in maintaining their quality of life and community atmosphere.
"The picture that came to mind is a cute little village area," he said.
"People want a place where they can be outdoors."

The council also paid Carter & Burgess, a Dallas-based consulting
firm, $ 25,000 to prepare an economic impact analysis and land-use plan for the
property. The study indicated that a mix of retail shops, offices and civic
buildings would be best.
A "town center" concept would allow the city to enhance its tax base,
provide shopping and dining opportunities for residents, and offer opportunities
for civic improvements such as adding a library, according to the study.
Nevertheless, committee members said there is still time for residents to
express their concerns about the impact of future development on their
community.

David Watrous: "...He
is in favor of the issue tonight and this is why he was in favor of the
development on the northwest corner. He urged citizens to support all the
businesses in Highland Village. He felt this development provides a lot of
benefits and he is in support of it. "

Dianne Costa
made a motion to approve the concept plan as submitted with all enhancements and
modifications to the plan as submitted by P&Z. Councilmember Combs
seconded the motion.
The motion passed 5-2 with
Councilmembers Busche and Fiorenza voting in opposition.
